Instrumental in crafting and winning passage of the Gramm-Rudman-Hollings Deficit Reduction Act, he refused to accept PAC money and chose not to run for a third term when politics became too divisive. On January 25th, 2013, at the US District Court in Concord that bears his name, friends and family gathered to remember.
