When unions negotiate a contract, should non-union employees be forced to pay their share of the negotiation costs? The Republican-dominated House says no and has passed a bill along to the Senate that would allow any employee to opt out of paying either union dues or negotiating fees. Supporters say it's a question of freedom to work while critics says it's simply an attack on unions.
